These are an interesting early house marked semiconductor, we think probably manufactured by ITT in the late 1970's, they are a 16 pin gold plated DIL package, marked FF31, P104. 

Early example of how manufacturers sought to disguise technology by printing their product with non generic or industry standard numbers.
