Manufactured by CTS as their part number 761-3-R220, these are a 16 pin dual in line resistor network, containing 8 isolated and completely separate  220 Ohm 2% 0.25W resistors.

Each resistor goes straight across the package, so the first resistor is across pins 1 and 16, resistor 2 is across pins 2 and 15 and so on.
