Manufactured by PRC - thats Pacific Resistor Company in the US, to CECC & JAN military specifications (NSN 5905-01-013-8223), these are a very low value resistor, 0.003 Ohm 5 Watt 5% miniature metal clad power resistor (10W bolted down).

 Body dimensions not including connections are 15mm x 9mm x 8mm high, with 2 mounting holes or bolting down to a heatsink or similar.
